When I parsed it out I didn't see any increase in Critical Nuke chance, but I didn't run a very long parse, but it does increase Critical Nuke Damage by 150% of Base Damage.
From one of my posts on the eq forums:
Each % increase in Critical Damage Modifier will increase our Rain of Blistersteel's crit damage by 169.7 and our Rain of Scythes by 166.1.

Rain of Blistersteel with Cataclysm: 87395 (160%) (5770 dif / 34 = 169.7)
Rain of Blistersteel with Illusions of Grandeur: 102668 (250%) (15273 dif/ 90 =169.7)
Rain of Scythes:
Rain of Scythes with no crit damage mods running: 58972
Rain of Scythes with First Spire: 75584 (100%) (16612 dif/ 100 = 166.12)
Rain of Scythes with Vapor Core: 79903 (126%) (4319 dif/ 26 = 166.115)
Rain of Scythes with Mana Charge: 83890 (150%) (3987 dif/ 24 = 166.125)
So if you wanted proof on the 150% critical damage modifier, there you go
