Wow EM19 didn't raise the pet level, figured 20 would. They are really being stingy with the pet upgrades.
The pet levels don't go that high any more for the current pets. As long as the con range is correct for the mobs you are facing, the stats on the template are more important. Pet level has some influence but not near as much as the overall template.

They did last expansion and the ones before that. Wonder why they are changing that now.

Well this expansion is far from done (probably 3 more releases of content), so we could have a even con pet by the end of it.
