Quillmane Cloak Multi-Quest

So I have everything I need to finish off my epic 1.0 except the Cloak. A friend of mine has one in the bank that he's willing to Multi-quest for me. Is it still possible to do this? I've just returned to EQ and I don't know if they made any changes that would prevent it.

Also, if it is still allowed then what is the process? Should my friend turn in the cloak first and then I turn in the other items? or do we do it at the same time?
