PM system acting all wonky

So I've tried to send a pm several times but regardless of what I do it just saves the message in my outbox instead of sending the message. Is there a setting somewhere that I can't find or is something weird up?

That means the receipient has not logged into the boards yet. When they do the message transfers to your sent box
