No, he was saying lesson doesn't work. For about a month or two, all tasks gave out extra experience if you were running an xp booster, like lesson, when you claimed them. Originally, this only was a bug with OMM but in fixing that they broke something, then trying to fix that they turned it on for all quests. I'm thinking that if you can max mana regen with the worn cap extension line, that adds +15/tick, and the hp/mana regen combined series maxed adds another +6/tick or so, and the pure mana regen series maxed adds like +24/tick, so I think if all were maxed you could be doing like an extra 45 mana/tick, which ain't humongous with a 30-40k mana pool and OOC regen of 3%/tick, but can't hurt as it's always active.

Eventually I just buy all the AAs. . .
But when expansion comes out, I often buy the new shiny utility ones (live CoH, group perf. invis, group perf. levi, etc.) and get my GoM and Fire Core up to next level. Then load up on DPS ones, then pet AAs. Eventually getting to the mana regen. Then sometime later things like CA/CS and others.

They removed the cap so each line now stacks with the other. Each rank gives you one more point of mana regen so whatever the total ranks is will be your regen. But that's not the point of the line. The point is you regen that amount more even while standing, while casting, etc. Granted, with ooc, it doesn't have much use if all you are is a grouper.
The real power comes into play when you start adding it up to other things. Knowledged of the past 6 is 27/tic. Nothing, right? Well, with our two mana regen lines that's 48 (23 for mental clarity and 25 for expansive mind) plus the 27 for 75/tic. Pretty sweet. Then you throw on our pet canni (symbiosis) and, at rank 2, that adds 18 for 93/tic. Finally, our last regen buff, empyrean guardian, adds 21/tic at rank two for a new total of 104/tic. Nothing to sneeze at. You are gaining 1k mana per minute which essentially is a free nuke every minute without preservation or specialization effects!! As a bonus, you could get candy in a bottle and have a total of 130/tic netting 1.3k mana per minute or 6 nukes every 5. Add in VoP instead of the bottle and it gets better. So, the total of 104 is nice.
But when you start saying: 25 for this? meh. 23? meh. 21...what?!! worthless... etc. then you aren't looking at the big picture. Without the MC and EM lines, you are only able to squeak out about 56 / tic which is weaksauce.
There's more to add in too, SE (or SE in a bottle) and Hint.
So, are these two lines worth it? In the long run, most definitely. They aren't the biggest bang for your aa buck, sure, but they are indispensable. There are bigger fish to get on our aa lineup so these will be way down there, especially if you are a grouper. Sometimes, you'll find your self in the situation wishing you had just enough mana for one more nuke to finish that mob off or make it run but you won't because you didn't buy these two lines.

There are many, many AAs I would get before those, but there are many AAs I'd get after those as well. How's that for vague? 
Considering you're looking at spending a mountain of AA to max those out I'd put them pretty low on the priority list. I'd probably start raising them after combat stability/combat agility begin to get expensive, and obviously after maxing all offensive AAs.

I had 2.2k aa's when I started working on mana regen lines. I just finished them on Sunday and I can tell the difference. It's not cheap getting them done, but it's worth it imho.
