Its the whole balance, you can't just look at one aspect of a class and suggest things are balanced against it. Canni + healing ability > canni. And what does raiding have anything to do with it? I know several shaman that never run out of mana on raids.

its not the raiding but the likehood that grouphot will be running covering the canni-damage while raiding whereas there are only a view groupevents, where mob AEs require that group-hot is running. In groupgame mostly the singlehot is used on the tank only.
