Does the destroy proc on Annihilate the Anomalous rank 2 always do 32018 damage? I ask because I'd like to make an audio trigger for when it happens...

No. It's always 32000+, but the extra bit is dependant on foci and gear, iirc. Pretty sure mine hits for 32065, for example. I'd have to check to be sure though.

Spell messages for audio triggers are basically always listed under the spell at Allakhazam

Lucy's spell parser hasn't been updated in a very long time, so it has no clue how to handle a lot of the new spell chains and such. It tends to call any of the chance to proc types a Chance to Create Lifeshard.
If you follow the two proc spells, you can see the cast emotes from those:
