Here is the info I heard from the devs at Fan Faire 2009.

RUMOR 1...Underfoot is designed for hardcore players only it will truly be high level content
Underfoot content will pick up where SoD content left off in terms of difficulty. So Group content will likely start at Korafax difficulty and raid content will likely start at Tower difficulty.
dduble07 wrote:RUMOR 2...You will need t5 SoD armor to even compete in Underfoot
See answer to #1. The base gear requirements will be the same as the current top zones.
dduble07 wrote:RUMOR 3...The bazzar will become practical again
I am not sure what you mean by this but...
The devs are seriously looking at adding off-line trading. It is not set in stone, but it is a possibility.
They are going to add some more player made items to the game, so the trade-skillers may have a new source of income. The devs acknowledged that mercs have put a strain on player money supplies, so the amount of money the average player has to spend will still be low. The new items may or may not be great income, it really depends on your server's economy.
dduble07 wrote:RUMOR 4...There will be new cultural armor
I think they said there would be new culture, but I did not put it in my notes so I am not sure on this.
dduble07 wrote:RUMOR 5...There will be many very good pieces of armor that are sellable
Yes, they are adding new player made items to the game, but the we will have to wait and see how those items compares with other tradable items. It also depends on your server's economy.
dduble07 wrote:RUMOR 6...Epics 3.0 will be added
No, never going to happen. The devs said it would take a significant amount of the expansions budgeted time and would leave little time for anything else. Also, they sighted the problem of limiting future equipment upgrades.
dduble07 wrote:RUMOR 7...There will be many places to zone into Underfoot throughout Everquest
Nothing has been said other than you will be able to zone in through the hole.
dduble07 wrote:RUMOR 8...The wiggle method of getting into the hole will not work anymore, and the key quest will be removed meaning you must do the key quest now
Nothing was said at FF. I doubt they will completely remove the ability to get the key to a keyed zone. The likely options are...
No changes or
Make a new key quest where:
-old key still works, or
-a shortcut upgrade quest, or
-old key will be unusable
