In the spell description, it lists lycanthropy as the slot 2 effect. What does this spell do besides cause a delayed heal?

delayed heal is the only thing the spell does.

And as it uses the target's heal AA, dont expect any crits, ist juts a base amount heal.

If you read the rest of the data, you'll see the lycanthropy is just a piece of data used for stacking issues.
1: Improved Spell Effect (Promised Rejuvenation Trigger Rk. II)
2: Lycanthropy
3: Stacking: Block new spell if slot 2 is effect 'Lycanthropy' and < 12563
4: Stacking: Overwrite existing spell if slot 2 is effect 'Lycanthropy' and < 12563
