I got the conj one off a named in one of the Bixie HA's. Last guess I heard is the Evo one will be in part 2 of T1 which isn't out yet but supposedly comes in December?

The evocation one will be in the T1b release.

Yes any named in the new WK missions has a chance to drop it. Ft, one of the mages in my guild had it drop off the Diabolist.
