No, no new spells. Every spell in Torment of Velious was an upgrade of spells from Ring of Scale.

Unfortunately there aren't enough resources devoted to spell/class development to do more than copy/paste the existing spells at higher values. The last new spells we received were in Empires of Kunark, which launched in November 2016.

No new AAs, though Torment of Velious did bring a number of changes to existing AAs beyond "standard" upgrades, including:

• Consolidation of all Spires into a single Spire.
• The Fickle Conflagration Focus AA was renamed and now focuses Chaotic Pyroclasm.
• Heart of Flames and Vapor were combined into a single line, Heart of Skyfire.
• Heart of Stone and Ice were combined into a single line, Heart of Froststone.
• Elemental Form: Air, Earth, Water, and Fire were consolidated into a single AA, Elemental Form.

Claws of Veeshan (the expansion in beta) has very basic AA upgrades, similar to what we received in The Burning Lands.
